Casi como un presagio pero sin serlo, ya que los trabajadores del transporte público vienen alertando sobre el alto riesgo que implica trasladarse en el mismo, se realizó en la Cámara de Diputados una audiencia pública donde se discutió la problemática de la seguridad operacional en la aviación Aerocomercial, convocada por la diputada nacional Liliana Parada, del bloque Unidad Popular y Vicepresidenta de la Comisión de Transportes, quien coordinó la misma en conjunto con el diputado nacional Victor de Gennaro.
Participaron de ella como expositores invitados, Enrique Piñeyro, piloto de aviación, cineasta (director de la película Fuerza aérea S.A.), Jorge Perez Tamayo, Vicepresidente de la Confederación Argentina de Trabajadores del Transporte (CGT) y Rubén Godoy, Secretario Adjunto de la Asociación de Trabajadores del Estado (ATE-CTA) .
La audiencia contó con la presencia de casi un centenar de asistentes, entre trabajadores del sector y asesores de los diputados miembros de la comisión, donde se discutió la problemática de los servicios de navegación aérea, es decir, de aquellos servicios que se prestan a los pilotos de aeronaves para lograr reducir al mínimo el riego de pérdida de vidas y daños materiales debido a accidentes aéreos. Estos incluyen el control aéreo, la información aeronáutica, la meteorología aeronáutica, búsqueda y salvamento, extinción de incendios, entre otros.
Los especialistas y los trabajadores expresaron su preocupación por la situación actual, que a la vista de los que sucede en otras áreas del transporte de pasajeros, adquiere una importancia impostergable. Durante décadas estos servicios habían sido conducidos por la Fuerza Aérea, que totalmente desprestigiada por los sucesivos escándalos de corrupción y los accidentes como el de LAPA y SOL fueron progresivamente perdiendo injerencia, a partir de la creación de la Administración Nacional de Aviación Civil (ANAC).
Lamentablemente, la oportunidad se fue perdiendo con la inexistencia de una política de transporte, y los reclamos de los trabajadores buscando llamar la atención del riesgo de colapso, recibieron como respuesta la transferencia de aquellos servicios con más posibilidad de demorar vuelos, nuevamente al ámbito de la Fuerza Aérea. Los problemas de corrupción y falta de idoneidad de los que toman las decisiones han recrudecido y es necesario un cambio estructural a través de una agencia operativa que preste los servicios con una planificación estratégica integral donde la prioridad sea la seguridad operacional y no la rentabilidad de las líneas aéreas ni las necesidades políticas de los gobiernos de turno.
Es por ello que el trabajo conjunto de ATE con el bloque Unidad Popular ha dado como resultado un proyecto de ley, presentado a principios de mayo y que cuenta con el acompañamiento de diputados de diferentes bloques (Unidad Popular, Frente para la Victoria, Unión Cívica Radical, Coalición Cívica, GEN, Frente Cívico, y Proyecto Sur) y cuyos principales puntos son:
A.- La creación de un nuevo organismo, denominado Agencia Nacional de Servicios para la Navegación Aérea (ANSNA), dependiente del Ministerio de Interior y Transporte.
B.- Este organismo pasaría a ser el prestador de los siguientes servicios estrechamente interrelacionados entre sí (actualmente desperdigados entre la ANAC, Ministerio de Defensa y Fuerza Aérea Argentina): Servicios para el Tránsito Aéreo; Servicios de Información Aeronáutica; Servicios de Comunicaciones Aeronáuticas; Servicios de Meteorología Aeronáutica; Servicios de Búsqueda y Salvamento Aeronáutico; Servicios auxiliares a la Navegación Aérea.
C.- La Agencia Nacional de Servicios para la Navegación Aérea (ANSNA) será asistida por un Comité Consultivo, que tendrá como función colaborar y asesorar en todo lo concerniente a la temática de la Seguridad y Protección del Vuelo y estará integrado, con carácter ad honorem, por representantes de organizaciones no gubernamentales de reconocida trayectoria e idoneidad, del mundo de la empresa, la academia, la ciencia, el trabajo y de todo otro ámbito comprometido con la Seguridad y Protección del Vuelo
D.-Se transfieren la DIRECCION NACIONAL DE SERVICIOS DE NAVEGACION AEREA Y AERODROMOS y el CENTRO DE INVESTIGACION PERFECCIONAMIENTO Y EXPERIMENTACION para promover la especialización permanente del personal.
E.- Se garantiza la continuidad y derechos de todos los trabajadores alcanzados por la presente Ley. A partir de su incorporación a la Agencia Nacional de Servicios para la Navegación Aérea (ANSNA), el personal se encuentra amparado por el Convenio Colectivo de Trabajo General para la Administración Pública Nacional, según lo establecido en el decreto 214/2006. El ingreso de nuevos trabajadores seguirá las pautas establecidas en el decreto mencionado precedentemente.
F.- Se establecen toda una serie de pautas para el ingreso, capacitación y promoción del personal en la búsqueda de los mejores estándares de calidad de servicio.
La audiencia pública efectuada es un paso más en una estrategia por una aviación 100% pública y por una gestión estatal con los más altos estándares de calidad basado en la experiencia adquirida por quienes verdaderamente la llevan a cabo, sus trabajadores.
