En el marco de la Audiencia Pública sobre Telecomunicaciones, que organizó el Interbloque Proyecto Sur, Claudio Lozano presentó junto a organizaciones sociales, académicos y usuarios un proyecto de Ley Nacional de Telecomunicaciones , que transforme en servicio público a la telefonía celular y al acceso a Internet.
Lozano expresó que es necesario, «dentro de un marco legal adecuado, un Plan Nacional de Conectividad -banda ancha- comparable en su importancia con relación a otras épocas, a los ferrocarriles y caminos, y a la provisión de los servicios de agua y saneamiento, gas y energía eléctrica, donde el Estado nacional debe ejercer su poder de planificación y control».
Asimismo, recalcó, que el conflicto generado con uno de los tres jugadores de un mercado tan concentrado es «absurdo y por eso, tendríamos que discutir la regulación del sector».
El proyecto de ley que se presentó ayer se basó en la propuesta elaborada por el Centro de Profesionales de Empresas de Telecomunicaciones (CEPETEL-CTA), que también expuso en la audiencia.
Otro de los panelistas fue Martín Becerra, director de Ciencias Sociales de la Universidad de Quilmes (UNQ), quien explicó que la Ley de Telecomunicaciones que está vigente es de la dictadura de 1972, con modificaciones que se hicieron sobre todo con un decreto del año 2000, que tiene aspectos «interesantes», como «la portabilidad numérica y el servicio universal», que las autoridades de aplicación y control se niegan a implementar, Sin embargo, el académico planteó que más allá de discutir sobre una nueva ley de telecomunicaciones, es fundamental que haya «nuevas leyes convergentes» , que contemplen a todos los segmentos del sector infocomunicacional, incluyendo a las telecomunicaciones, las industrias culturales y los medios de comunicación. «Los mercados infocomunicacionales tienden a la concentración, pero los más concentrados son los de las telecomunicaciones», explicó Becerra.
Participaron además, los diputados Pino Solanas, Jorge Cardellí, Eduardo Macaluse, Graciela Iturraspe Victoria Donda y el legislador (mandato cumplido), Carlos Custer.
